Believe it or not, it was a $39 DIY kit! It was featured in the July 1976 issue of Popular Electronics, which you can read here. It contains a thorough outline of the circuitry if any engineers out there want to clone it.

UPDATE: I was wrong! The kit was modded by Rick Erickson to create his own PFL-1 Pro Flanger. Check it out here.
