This Electro-Harmonix pedal serves the same function as Munky's older Phaser from the same brand, but in a much smaller form factor, which is more convenient for him. It was introduced into his setup in early 2012 or around The Path of Totality era. However, on some tours, he alternates between his vintage Phaser and this newer version. The pedal can be seen at the 8:18 mark.
