I have a friend who plays in this genre with a Roland Cube, a 60 Watt with one 12". I think they discontinued that one but now there's an 80 Watt version with more effects. It's pretty versatile, I played through it at a show once and got some good punk tones and decent surf tone (the reverb is nice), while he got some heavy 90's alt rock tone later. Maybe try one out, I think it's in your price range and worth a try.
