How do I get better from here?
Ok, I have to chime in here. I just read through this whole thread, and have some comments. I think there are some very good high level points being made here, but a severe lack of actionable advice.
Jim, you seem like a seasoned guitarist, and I love reading your posts. That said, I'm afraid the OP is not being helped at all by saying things like
- Don't practice the notes, practice new ways to approach every note.
- always try to be the worst player in the room so that you can learn just by listening.
I think OP nicely asked for guidance and something more actionable.
The JustinGuitar YouTube channel is quite good. OP approximated his/her skill level, so I'd suggest starting out on this video on "scale picking with a metronome to increase your hand coordination and you speed"

In terms of expanding the repertoire past just blues, here is a series JustinGuitar did on Jazz. Going through this and practicing the shit out of it helped me tremendously.

If you don't anticipate your needs will change, then I say go for the Scarlett 2i2. I just realized the Scarlett 2i4 (also well within your price range) has Pad switches on the front inputs to lower the gain by 10dB I think, which might help with not overloading the preamps.

Yes. For guitar and bass you'll likely use a 1/4" input, and for a vocal mic you'll use an XLR.

Looking at all those, it looks like the Scarlett 2i2 has the fewest in/outs, but it's also the cheapest of the lot. How much stuff are you needing to plug in at the same time? If the answer is more than 1 stereo device (or 2 mono devices), you might want to go with the larger Komplete Audio 6 or Saffire Pro 24.

kellen2 imho save up for a super badass one later. Like gchiaren said go for a Scarlett 2i2, Native Instruments Komplete Audio 6 is a great choice as well.
The great thing is, later when your budget is significantly larger, you can either sell the smaller one (there's always a market for people wanting to get into recording/producing), or keep it for when you travel.
Just look at all the pro artists that use both of those -- I don't think you can go wrong. Nothing against Apogee Duet, but you're paying a bit of a premium for it and not sure it's completely justified from what I've read.

Ok jokes aside, here are some boutique-ish ones I would look at:
Xotic Effects SP Compressor Pedal
In the $130 range, rarely ever see anything but glowing reviews for this thing. Supposedly built to resemble the Ross Compressor.
$200-ish, pretty high end, lots of country guys use it.
$170, really good quality, has a grit knob which some people produce cool sounds with.

Fender Hot Rod Deluxe III 40W 1x12 Tube Guitar Combo Amp. Glassy clean sound, loud as fuck though. NOT a practice amp by any means. It's not perfect, the casing tends to rattle a bit, and the drive channel leaves something to be desired (takes distortion pedals quite well though). Can be picked up for about $700.
