In this photo of Steele's pedalboard you can see a Boss DS-1. You can see a picture of Peter with his board here, and the DS-1 is recognizable to his right side with its bright orange color.
The settings appear to be set to Tone 3, Level 10, Distort 10. The knobs apper to be glued into place using hot glue.

The controls appear to be set to Effect Level 10, EQ 10, Rate 6, Depth 10.
In this photo we can see Steele performing live with a custom painted Washburn M10 Bass Guitar.
These models were only made from 2001-2003 in a very limited number. Steele's model has a single MusicMan MM Style pickup in the bridge position.
In this video Steele can be seen preforming live using a ESH Stinger Bass.
This bass has Steele's signature style of Black Finish with Green Accessories (e.g. Knobs. Green glow-in-the-dark whole-fret inlays Pickups etc.). This was a trend that all of Steele's future basses (aswell as some of his previous basses) would follow. Steele also installed Piezo Double Bass pickups right next to the bridge on this bass.
In 2009 ESH honored Steele with a Tribute Bass based on this model.
Another version has also been seen on Carnivore reunions shows and some Type O Negative shows, this version is exactly the same exept for the fact that it had Red accessories.

In this video at 2:36, it is stated that Steele had a very interesting picking style and that to achieve it, he used Dunlop Tortex .50mm guitar picks.

This Upright also appeared in the music video for "Black No. 1", however neither time is he playing it upright, as he's seen playing it horizontaly sometimes useing a chain as a strap.

In this video at 19:27, it is suggested that Steele used DR Black Beauty Bass strings on his instrument. There is a segment of footage shown from around 2007, where Steele can be seen preforming live with black-nylon strings on his Bass.
There is no way to tell if these strings were manufactured by DR, we can assume these were DR due to being one of the most notable brands to make black-nylon Bass strings at the time, however brands such as Rotosound (which Steele has been seen using) and La Bella have made black-nylon strings for Bass as well.
The Peavey 3620 was a favorite of Peter's, and can be seen in this video behind him. Rest in Peace, Pete.

It is said that all of his other Basses have the stock Bridges/Tailpieces with the exeption of the Steele Bass which had a Rickenbacker style Bridge/Tailpiece.
